A planning application has been lodged for 30 new static holiday caravans at Unity Beach Holiday Park in Brean, on land that used to form part of the park's golf course. The plans were reported by Burnham-On-Sea.com on 26 October 2026, and Somerset Council will now consider the application.
What is being proposed?
According to Burnham-On-Sea.com, a detailed planning statement prepared by Laister Planning Limited covers the change of use of approximately 1.58 hectares of former golf course land in the northern part of the resort.
The site formed part of a hole that became surplus after the course was reconfigured as a 9-hole layout. It would accommodate up to 30 static caravans, together with:
- new internal access roads, pathways and parking
- decking
- drainage, landscaping and biodiversity enhancements
- two parking spaces, an EV charger point and cycle storage for each pitch
Access would be via the existing internal road network linking to Richard's Way and Coast Road. The report says the scheme has been designed by Leisure Concepts, with input on landscaping, ecology and drainage.
The golf course will carry on
A Unity Holidays spokesman told Burnham-On-Sea.com that the existing nine-hole course, which has two different tees on each hole to offer an 18-hole experience, "will not be affected by these new caravans". The spokesman added that Brean Golf Club will continue to operate as usual, and that the land in question "relates to an area behind the former Pontins site."
Who owns Unity Beach?
Unity Beach was acquired by Legacy Leisure Group in October 2024. The owners say the additional accommodation is needed to support multi-million-pound investment already under way across the resort, including major upgrades to the Brean Splash facilities and the RJ's entertainment venue.
They estimate the extra units could generate between £750,000 and £1.6 million a year in on-site and off-site visitor spending, and help create further local jobs. These are the applicant's own estimates, as reported.
The Pontins Brean Sands context
The planning statement highlights the closure of the neighbouring former Pontins Brean Sands site, which it says removed more than 800 holiday units from the local tourism offer. The applicants argue that a modest expansion of 30 units would help offset some of that loss, while staying within the adopted Brean and Berrow Tourism Boundary.

Flood risk measures
The site lies entirely within Flood Zone 3. A Flood Risk Assessment and Drainage Strategy accompanies the application, proposing:
- raised caravan bases
- flood resilience measures
- a dedicated evacuation route
- a sustainable drainage system, including an attenuation basin
Ecological surveys, a Biodiversity Net Gain assessment, a landscape appraisal, a transport statement and a lighting assessment have also been submitted. The applicants say any shortfall in on-site biodiversity units would be met by buying off-site credits.
What happens next?
Somerset Council will now consider the application. According to the report, residents and other interested parties will be able to view the full set of documents and comment through the council's planning portal once the application has been formally registered and publicised. The planning statement concludes that the proposals are a sustainable form of tourism development and should be approved, but no decision has been made at this stage.
